Appointment of National Privacy Commission Members

The members of the National Privacy Commission (NPC) have been named. President Benigno Aquino III has appointed Raymond Liboro as the Commissioner of the NPC. Prior to his appointment, Liboro was the officer-in-charge of the DOST’s Science and Technology Information Institute. The following are the Deputy Privacy Commissioners: Dondi Mapa and Ivy Patdu.

The NPC is a three-member body, headed by a Commissioner and two Deputy Privacy Commissioners, one to be responsible for Data Processing Systems and the other for Policies and Planning. They each have a three-year term, but may be reappointed for another term.

The NPC is in charge of administering and implementing the provisions of the Data Privacy Act, which was passed into law in 2012. The NPC is vested with a broad range of powers, from receiving complaints and instituting investigations on matters affecting personal information to compelling entities to abide by its orders in matters affecting data privacy. It is also mandated to promulgate the DPA’s implementing rules and regulations.
